Every 429, quota and RESOURCE_EXHAUSTED refusal is read from its own evidence: the provider's retry delay to the second, per-minute and daily quotas told apart, Gemini's bare 429 on a 1-2-4-8s ladder, outages rested 1s, and no key ever held over an hour. When every key rests it waits for the first one back and says so in the chat. Any provider; zero configuration.
